Born as Banuo Zopianga on 9th September, 1954.  Following graduation from Delhi University in 1973,  did a year of the 3 years LLB course in the Government Law College, Bombay, while preparing for the UPSC exams.  Qualified in 1977 and selected to the IAS, 1977 batch; was allotted the Nagaland Cadre and joined service in the State in 1978.  Married to Alemtemshi Jamir IAS of the same batch and same cadre.

Career:

Spanning a period of more than 37 years and having served in a variety of assignments, work experience covered almost every sector in the Government.  The most crucial being General Administration which included postings as Additional Deputy Commissioner (1981-1982), Deputy Commissioner (2 postings during 1985 to 1989) and Commissioner (2010 to 2014), which have quasi-judicial and judicial powers.  As Deputy Commissioner, with powers of a Sessions Judge, criminal and civil cases were dealt with, although not to their conclusion due to limited length of tenure.  As Commissioner (Nagaland has only such post and was till recent times, in the rank and status of Additional Chief Secretary), functioned as the Appellate Authority for all revenue matters, relating to land apart from being the administrative authority over all the districts, in matters of maintenance of law and order, service conditions of various categories of government servants, including disciplinary proceedings and recruitment.

During this period, regular and mandatory trainings were attended in select and premier institutes of the country – LBSNNA, Mussoorie, IIM Ahmedabad, Bangalore, Kolkota, Institute of Public Enterprise, Hyderabad, Indian Institute of Financial Planning, Gurgaon, Indian Institute of Pubic Administration, Delhi – to name a few.

Superannuated from service on 30th September, 2024, as Chief Secretary.

Some contributions made to the State in the various assignments held over the years:

  1. As Chairperson of the Committee on Reservation for the Backward Tribes, helped in the framing of the State’s Policy on Reservation issues in respect of the Backward Tribes of Nagaland.
  2. As Commissioner & Secretary Higher & Technical Education, initiated inclusion of the State in the World Bank funded TechEd II Program by which the existing Polytechnics in the State could be upgraded and a new IC&IT institute could be established.

iii.    As Principal Secretary Power, initiated the Single Point Metering System, by which the participation of village community in the revenue management of power has been put in place, as part of the Communitisation process of the Power Sector in the State.

  1. As Principal Secretary School Education initiated the recruitment of teachers through a competitive process, which had not been followed for many years and also framed the policy for making teacher training a mandatory requirement; initiated the re-structuring of the departments of School Education and SCERT. Also took up the challenge, against many odds including threats on life, of uprooting the problem of ‘proxy teachers’ and ‘bogus’ appointments made over the years in the department, leading to a vigilance probe.

Additional assignments:

  1. Member of the Committee on Sarva Shiksha Abhiyan vis-à-vis the Right of Children to Free and Compulsory Education, Act, 2009 (GoI MoHRD)
  2. Participated in the deliberations of the Expert Group on “Monitoring Child’s Right to Education” under the aegis of the National Commission             for Protection of Child Rights.

iii.        Was the Chairperson of the Task Force for “Engendering the State and                 District Plans” in the State, which brought out a Manual on Gender                               Budgeting (UN funded), amongst the first in the country.

  1. Chairperson of the State Gender Core Group.
  2. Chairperson of the Committee for the Report on the Tikhir Tribe (2014) which later led to the recognition of Tikhir as a separate, identifiable Naga tribe in 2022.
  3. Chairperson of the Commission on Registration of Indigenous Inhabitants of Nagaland (RIIN) (2019-2020) – the Report is under consideration of the Government.

vii.       Chairperson of the Panel for Review of the Nagaland Communitisation of Public Institutions & Services Act, 2002 (2020-2022) – the Report submitted to the Government in December, 2022.
